Improving Test Scores Mandated in Battered Women Shelters

Reader Comment: Children in a battered woman's shelter are in a family unit that has FLED a batterer. This grant application makes these children responsible for improving academic performance!~!!! What a thing to put on a child victim.

News from Los Angeles

The City of Los Angeles has a grant for battered women's shelters. This year everyone has to compete for $275,000/year to operate the shelters. All grants (foundations and government) are going more and more to measurable outcomes. Here is what they are requiring for a battered women's shelter. Look at number 2! (from the RFP)

Performance Outcomes

Each Domestic Violence Shelter Operations contractor will be required to provide services that result in the following outcomes:

1. Increased family income -- as measured by employment, wage increase, and/or access to other income resources that benefit the household;

2. Increased youth academic achievement -- as measured by improved academic performance, grade level advancement, retention, and/or re-entry; and

3. Increased self-sufficiency -- as measured by securing emergency protection, enhancement of personal stability, improve economic opportunities and securing permanent independence from batterer.
