    Calling Some of These Schools Low-performing Is Idiotic and Amateurish
    Some of the 107 Kentucky schools put on the federal "failing schools" list had only slight decreases in their test scores--or had made dramatic improvements.

    "Calling some of these schools low-performing is idiotic and amateurish," said Susan Weston, director of the Kentucky Association of School Councils and a testing expert. "Some of them are not failing schools. They're taking our standards without listening to us about what they mean."

    For example, Wrigley Elementary in Morgan County was one of the highest-scoring schools in the state for the past four years, but slipped a few points in 1999 and 2000, triggering an assistance designation in the state system.

    Another school, Oneida Elementary, improved by 20 points last year, but was classified as a failing school based on 1998-2000 scores. . . .
