Research has shown that it costs states about 3 times as much to implement NCLB as they receive from the Feds. So although headlines screaming "Utah turns down X-million dollars from Feds" will alarm many, the truthful headlines would celebrate "Utah gains 3X million dollars from saying 'no' to Feds." And this is just money. It doesn't take into account the positive proposal Lynn Stoddard advocates in Abandon NCLB for student-centered schools model. This isn't an untried pipedream. Stoddard showed how it worked in long years of service in public schools. I write this as a longtime teacher who taught individual students, not federal mandates.
