In Giving Doctors Grades (July 22), cardiologist Sandeep Jauhar gives strong testimony to the dangers of grading by surgical outcomes, noting the consequence that the surgeons who rate "best" are the ones avoiding high-risk patients.

A similar data-run-amok scheme also infects public education. Across the country, politicians show growing enthusiasm for complicated formulas that tie teacher salaries to student test scores. And teachers don't have the option of avoiding high-risk students.
