Mayor Bloomberg is doing the right thing in supplying public-housing projects with children's books and libraries ("Literacy push to target poor," May 3). Research on literacy development shows that children with more access to books read more, and those who read more read better. Research also shows that children of poverty have little access to books at home, live in neighborhoods with inferior libraries, and attend schools with inferior school libraries. Making sure children of all ages have access to good

books is the first and most important step to take in any literacy campaign.
