Gov. Arnold Schwarzenegger's campaign for merit pay and longer probation for teachers has already succeeded -- in distracting the state from his broken promise to refund $2 billion owed to the education budget under Proposition 98. Merit pay and longer probation will do nothing to improve public education when schools are eliminating librarians, increasing class sizes and even cutting basic supplies to the classrooms.
