Recommendations to Sen. Patty Murray, on the LEARN Act

1. The problem is poverty: When we control for poverty, our international test scores are excellent.

2. USA has highest rate of child poverty among industrialized countries (25% vs. Demark 2%)

3. We can do a great deal to alleviate the effects of poverty

   A. Libraries

    (1) children get their books from libraries

     (2) better libraries > higher reading scores

    (3) children of poverty: the school library often the only source of books

    (4) the funding situation

   B. the devastating effect of lead poisoning

   C. hunger and nutrition

What is our FIRST PRIORITY? New standards and tests? Or dealing with poverty?
Over-precise, unnecessary and harmful measurement or solutions?
